NORTH CAROLINA DEPARTMENT OF COMMERCE (NCDOC)
As North Carolina's lead agency for economic, community and workforce development, North Carolina Department of Commerce works with local, regional, national and international organizations to fulfill its mission to improve the economic well-being and quality of life for all North Carolinians.  This Department publishes data, statistics, information and reports for citizens and policymakers interested in the state’s economy and helps people find jobs and employers find and retain a qualified workforce. They also provide local communities with grants and planning services to spur infrastructure development and economic growth, and administer the state’s economic incentive programs. In addition, North Carolina Department of Commerce is responsible for recruiting companies to the state, helping existing North Carolina companies expand, encouraging business start-ups, enabling companies to export, and marketing North Carolina as a business and visitor destination.

ECONOMIC DEVELOPMENT PARTNERSHIP OF NORTH CAROLINA (EDPNC)
In October 2014, North Carolina Department of Commerce entered a contract with a new public-private organization, the Economic Development Partnership of North Carolina to take the lead in recruiting and marketing functions. EDPNC is a 501(c)(3) nonprofit corporation that oversees the state’s efforts in business and job recruitment and retention, international trade, and tourism, film and sports development. Emphasizing customer service, the Partnership fosters collaboration between businesses and government, local and regional economic development organizations, other businesses, community leadership and the state’s universities and community colleges. This partnership also provides access to research, innovative technology and research and a robust analysis of facilities and sites available for relocation.

The Isothermal Planning & Development Commission is a regional council for Region C in western North Carolina. IPDC is a local government agency created by, and serving the municipal and county governments in Region C. Region C consists of Cleveland, McDowell, Polk and Rutherford Counties and the municipalities of each county. IPDC seeks to serve its members, and their citizens by fostering regional collaboration and by providing professional and technical expertise. The Commission houses the region's Area Agency on Aging, Workforce Development programs, housing programs and also provides planning and technical services.

The mission of the Region C Workforce Development Board is to facilitate the delivery of workforce development programs in McDowell, Rutherford, Cleveland and Polk Counties; monitor quality and continuously improve programs; develop and maintain a unified system of delivery; and promote the economic well being of our customers by providing high quality and accessible workforce development programs and related services. Our customers are job seekers, training seekers, and employers.
